About Scott
Finding Inspiration in Every Turn

I serve as the Emergency Management Coordinator for Monmouth County, overseeing all Office of Emergency Management (OEM) functions, including emergency planning, preparedness, response coordination, and the operation of the County Emergency Operations Center (EOC). My role centers on building strong partnerships with local, state, and federal agencies to ensure a coordinated, all-hazards response.
I hold the credentials of New Jersey Certified Emergency Manager (NJCEM) and Emergency Medical Technician (EMT), reflecting both strategic and operational expertise in emergency management and incident response. In addition, I serve as an NJCEM Commissioner with the New Jersey Emergency Management Association (NJEMA), contributing to the advancement of professional standards, certification, and best practices across the state.
With more than 23 years of experience in public safety and emergency management, I have led complex operations, managed large-scale initiatives, and developed policies, procedures, and emergency plans that support real-world response. My background includes service as a Communications Specialist with New Jersey Task Force 1 Urban Search and Rescue, as well as experience as a volunteer firefighter and former EMS Captain, providing a comprehensive operational perspective across multiple response disciplines.
My professional mission is to strengthen preparedness, resilience, and operational readiness across Monmouth County—ensuring the safety of residents, responders, and critical infrastructure before, during, and after emergencies.
